Demystifying the Term “Communities of Modest Means”
The objective of Let's Retrofit A Million Education Fund is to connect “communities of modest means” with green solutions including energy efficient light bulbs, high efficiency water kits and low flow toilets. However, these terms can lead to confusion when attempting to identify ideal communities and stakeholders as “eligible” and “qualified” recipients of LRAM's services..
Eligible Recipients

are identified by multiply determinates including but not limited to:
1) Municipal-certified “empowerment zone” designations
2) Publicly-subsided housing communities
3) Recipient who lives within a community that suffers from foreclosures and abandonment, as outlined by the Neighborhood Stabilization Program, a term that references the NSP funds authorized under Division B, Title III of the Housing and Economic Recovery Act (HERA) of 2008
4) A stakeholder utilizing any form of publicly-supported financial aid;
5) A stakeholder who lives in an economically repressed community, determined by zip code; or
6) Any additional determinate identified by Retrofit A Million.
Qualified Recipients
shall individually and collectively mean each recipient who:
(i) is a stakeholder of Let’s Retrofit a Million Education Fund or lives within the service area of Let’s Retrofit a Million Education Fund and
(ii) is a low-income household and individual who meets the eligibility criteria of the Low Income Home Energy Assistance Program (“LIHEAP”) under 42 U.S.C. 8624(b)(2)(B) and 45 CFR 96.85 because they have household income of less than the greater of (x) 200% of the federal poverty level or (y) 60% of the state median income; and/or
(iii) is a stakeholder whose household must meet income guidelines for LIHEAP, Weatherization, Women Infants and Children (WIC) or any other needs based or income based public assistance program.
